Being more human

…Trusts, and Children’s Trusts, although far from perfect, demonstrate how more flexible governance has enabled a greater imagination in the design and delivery of services, while still maintaining high standards and accountability. Learnings from these types of governance structures could be more widely used; by introducing more entrepreneurial thinking they could be successful in informing new ways of organising and delivering children’s services, but, they too will fail if we simply ‘lift and shift’ existing delivery models. We must allow structures to have new ways of engaging people. Collective impact Much of this comes down to the role that councils…

Business continuity policy

Catch22 reserves the right to amend this policy, following consultation, where appropriate. Date of last review: April 2023 Date of next review: July 2024 Introduction This policy outlines the scope and approach to business continuity management (BCM) within Catch22. For the purpose of this policy, business continuity is defined as a framework for creating and improving resilience and which will enable Catch22 to continue to deliver an acceptable level of service of its critical activities in the event of any unexpected disruption. Purpose As a social business and a supplier of services to local and national government, Catch22 is required…

What should “good” look like in probation?

…century to “advise, assist and befriend” offenders. In the 20th century this became professionalised, alongside social work, and the complexities of modern bureaucratic governance took hold. At heart little changed, and a successful probation service enabled good quality relationships between the people providing the support and those needing it. What does good look like? At Catch22, we know that relationships beat structures. We have designed and delivered ‘Through the Gate’ approaches based on consent, and achieved high engagement and results. There is a correlation between the currently very high recall rates and the very prescribed, universal and mandatory probation model….

Catch22 responds to green paper on "Transforming public procurement"

…and learning from our service delivery. This enables us to argue from a position of strength how public services can be better designed and delivered, achieving better outcomes for those who use them. We’re constantly looking for ways to improve how public services are delivered such as: building new governance structures to build the capacity of smaller organisations; designing and delivering innovative services that produce better outcomes; collaborating with commissioners and service users to design new ways of working; providing a platform for smaller charities that share our social mission and vision for public service reform; and, partnering in new…

Can exclusion be the diversion from, not the track to, prison?

…perfect, of course, and alternative provision across the country needs attention and investment at local and national level. Too many of the schools for children most in need have needs of their own: for better buildings and facilities, stronger governance and leadership. None of this is to argue against doing more to prevent pupils from behaving in such a way that they stop their classmates learning and their teachers teaching in the first place. Newly qualified teachers consistently report weak emphasis on behaviour strategies in their training and a lack of confidence in using discipline effectively in their first years…

Catch22 responds to call for evidence on “Reforms to unregulated provision"

…number of children in care aged 16 or 17 and placed in unregulated settings has increased from 2,900 in 2009 to 6,100 in 2019. We want to ensure these placements are good quality. It is unacceptable for any child or young person’s placement to not meet their needs and/or keep them safe, for any amount of time. Core recommendations Catch22 believes that good public services are built around three principles: being more human (building relationships), unlocking social and financial capacity, and developing alternative or local governance models. In the main, the system continues to disadvantage young people as they make…

Managing an Offender Management Unit

…a third sector organisation delivering Offender Management, an area often fairly prescriptive in nature and dominated by bureaucracy, Catch22 have a unique opportunity to ‘wear two hats’. As well as robust governance and performance measures underpinning our delivery, we also bring a spirit of innovation and act to challenge ineffective processes and maximise the impact we have for those we support Our resettlement teams work to ‘bring the outside in’, and work with external organisations to deliver a range of programmes. I feel this is absolutely crucial to the effective reintegration of prisoners back into society. It is hugely important…

The Hive: where young people design their support and their service

…fusion of youth work and mental health work – bringing and bridging the very best of each. The Hive is jointly commissioned by the Camden Clinical Commissioning Group (CCG) and Camden Council led by Catch22 in partnership with Camden and Islington NHS Foundation Trust, Tavistock and Portman NHS Foundation Trust, Anna Freud Centre, The Brandon Centre, and The Winch. To continue to prioritise support for our uninspected academy and our independent school and academies requiring improvement. Four new social entrepreneurs join Incubate, Accelerate, Amplify

…the Butler Trust in 2018. We are particularly excited by Youth Ink’s focus on building capacity within the offending community. At present, offenders and ex-offenders are not as involved in reforming services and systems as they could be. This is a missed opportunity as they have insights on the causes of crime, the effectiveness of the system and the barriers to successful rehabilitation. We look forward to supporting Youth Ink as it develops its delivery model and reshapes its governance structures. “Youth Ink was founded upon the belief that offering responsibility to young people is the key to breaking the…

Building creative communities

…that culture already sits within each and every one of us, puts communities at the very heart of everything it does. With Newham being the most diverse borough in the UK, Culture Within Newham celebrates the different stories and experiences of its residents and ensures that their many different voices get a say in what culture means for the local area. The programme does this in a range of ways: Community voices are embedded in the highest levels of governance, with the programme being led by a consortium that includes fashion charity Caramel Rock, faith network Faithful Friends, the National…

Beyond delivery: reforming public services

…outcomes for those who use them. Our approach Reform underpins all of Catch22’s activity; we’re constantly looking for ways to improve how public services are delivered such as: building new governance structures to build the capacity of smaller organisations designing and delivering innovative services that produce better outcomes collaborating with commissioners and service users to design new ways of working providing a platform for smaller charities that share our social mission and vision for public service reform partnering in new ways with businesses to deliver social outcomes. Ultimately, this activity allows us to build an evidence base we need to…

Catch22 responds to the Transforming Rehabilitation Consultation

…transparency and openness of statutory systems and philanthropic funding. There are countless rehabilitative charities delivering excellent services and measurable outcomes. Effective public services are a partnership between statutory services, charities, communities and individuals. Effective commissioning enables each part of society to do what it does best; for charities, this is focusing on the needs of an individual, building relationships and delivering outcomes that work for communities. Local accountability through different governance models. Probation services must be accountable and integrated in the communities they serve. This must be driven by local commissioning and devolved budget management, to Prison Governors, Police and…

Incubate, Accelerate, Amplify: Meet the innovators

…We also call ourselves a social business because we think the idea of three distinct sectors – private, public and charity – is increasingly meaningless. The LEAST interesting thing about an organisation is its structure, size or governance. The MOST interesting thing about an organisation is the goal it has set itself, and the impact it has. Again, this is why we found ourselves drawn to provide a supportive platform from which our five social entrepreneurs can launch. The whole Catch22 group exists to create a strong society where everyone has a good place to live, a purpose, and good…
