Victims of crime in Norfolk and Suffolk to be supported by new Catch22 service

Catch22 has now been commissioned to deliver the Norfolk and Suffolk Victim Care Service (NSVCS) – providing tailored, trauma-informed support to victims and witnesses of crime across the two counties, funded by the Norfolk and Suffolk Police and Crime Commissioners.

The service will offer free, confidential, and non-judgemental support to children, young people, and adults affected by crime, regardless of whether the crime has been reported to the police.

Building on Catch22’s experience delivering victim services in Hertfordshire, Leicestershire, Greater Manchester and London, NSVCS will deliver an enhanced model of support that helps victims cope with and recover from their experiences.

The service will ensure victims can access:

  • A named caseworker for consistent, ongoing support
  • Faster contact for individuals with enhanced needs
  • Flexible support options, including in-person, phone, video, and webchat
  • A new, easier-to-use website with a 24/7 digital hub, offering self-help tools, resources, and practical guidance tailored to victims’ needs

By working closely with victims to assess risk and need, Catch22’s caseworkers will co-create personalised support plans.

Norfolk’s Police and Crime Commissioner, Sarah Taylor, said:

“In my role as Norfolk’s PCC, I have a duty and responsibility to make sure that victims of crime are properly supported when they need it. I am pleased to be able to fund a wraparound service for victims of crime, who will be treated with the dignity and care they deserve. This service will support people across Norfolk and will be delivered by the new provider, Catch22.

“With unprecedented court backlogs and long trial delays, the impact on victims is deeply concerning and this service will help provide valuable support to people alongside that provided by the Constabulary and other partners.”

The Norfolk and Suffolk Victim Care Service provides tailored support to victims of crime and their families across both counties, helping them cope and recover in line with the Victims’ Code of Practice.

The service will be available to:

  • Victims of crime living in Norfolk or Suffolk
  • Individuals referred by themselves, the police, or partner agencies

(Please note: NSVCS does not cover cases involving domestic abuse, homicide, or restorative justice.)

Place-based, holistic approach across Norfolk & Suffolk
NSVCS is part of Catch22’s broader Norfolk & Suffolk footprint, which includes services supporting children, young people, and families across both counties. By leveraging this regional network, NSVCS can provide victims with seamless, place-based support that draws on Catch22’s expertise across education, youth services, mental health, and community engagement. The model allows for more joined-up interventions, maximising impact at an individual, community, and county level.

The Norfolk and Suffolk Victim Care Service will launch on 1 October 2025, becoming part of Catch22’s growing portfolio of victim care services across England.
