National Leaving Care Benchmarking Forum

This national forum brings together over 80 local authority leaving care services for professional and practice development and aims to achieve the best outcomes for young people making the transition from care to adulthood.


National Leaving Care Benchmarking Forum (NLCBF) members support each other to develop more compliant, efficient and cost-effective services through sharing and developing policies and best practice. The forum also informs policy development at a national level.

Peer learning and development events for managers

NLCBF membership includes a free place at three, two-day peer learning and development events per year for members who hold management positions. Key issues identified by members are discussed and addressed within an environment that fosters the exchange of experience and best practice. Held at the Marriott Hotel in York, sessions provide a valuable opportunity to network with others facing similar challenges.

Non-NLCBF members can now attend one event per year as a membership taster for £525+VAT. This fee will be deducted if membership is then taken up with 28 days.

Thematic practice development events

NLCBF membership covers the cost of one free place at each series of events. Extra places can be purchased subject to availability at £100+VAT per person and for non-NLCBF members £225+VAT per person.

Young People’s Benchmarking Forum

The Young People’s Benchmarking Forum (YPBMF) was formed in 2008 and involves young people 16-years-old and above from local authorities that are members of the NLCBF.

Members include young people who are employed by their local authority, undertaking a traineeship or actively involved with participation work and service delivery within their local authority.

The YPBMF works alongside the NLCBF to complete an annual work plan with the aims of improving understanding of children in care, improving services and producing advice, information resources and participation opportunities for other young people. The group prioritises issues they feel are important and campaigns to raise awareness of them and to try and achieve better outcomes for young people making the transition from care to adulthood. The YPBMF reports regularly to the NLCBF steering group.

Our message is positive

Members of the YPBMF worked with ITV Fixers to make a short film to challenge negative statistics and stereotypes of care leavers. The film includes interviews with the public about their perceptions of care leavers, and celebrates the achievements of care leavers.

Coventry Life Long Links

Coventry is an active member of the NCLBF forum that supports the development of best practice for care leavers. From this work, our two organisations developed a joint bid for Innovation funding to the Department of Education to participate in a bid led by the Family Rights Group, who are working with seven Local Authorities to test a model developed in America to support children in care; the Life Long Links Model. The Coventry model includes an additional element, providing psychological support.
In March 2017 this funding bid was approved.
